Budget Development/Culture Change
Mecklenburg County, NC; Richmond, VA
PERFORMANCE OR OUTCOME BASED BUDGETING: This systematic approach budgeting aligns corporate goals, strategic planning, programs, funding and performance measurement, allowing elected officials, appointed officials and citizens to agree on the government’s funding priorities.
Community Engagement/Facilitation
Atlanta, GA
COMMUNITY CONVERSATION: Designed and facilitated thirty community conversations to inform residents of current and upcoming reform initiatives, glean perceptions of school performance and solicit ideas to better involve parents in the education of Atlanta’s children.
San Antonio, TX
ECONOMIC DEVELOPMENT SUMMIT: Facilitated, for the City of San Antonio, Texas, a three-day summit for 350 residents and stakeholders to collaboratively create strategies, priorities and a schedule for economic development in East San Antonio. The plan is currently being implemented.
Economic Development/Community Revitalization
Richmond, VA
AFRICAN BURIAL GROUND: Represented the city in negotiations with the offices of the Governor of Virginia and President of Virginia Commonwealth University, to transfer to the city for conversion to green space, a parking lot under which lies the first official burial area for the city’s enslaved and free residents of African descent.
PUBLIC HOUSING CONVERSION: Partnered with Richmond Redevelopment and Housing Authority to replace demolished public housing units with 125 privately owned new affordable apartment as initial phase of a mixed income community.
2015 UCI ROAD WORLD CHAMPIONSHIPS: Oversaw successful bid for the world’s pinnacle annual cycling event. The 9-day event will be held in Richmond, VA, during September 2015 and is expected to bring approximately 450,000 spectators plus hundreds of millions of TV viewers worldwide. Virginia and the Richmond region are expected to realize $158M and $129M in economic benefit, respectively.
Austin, Texas
11th & E. 12th ST. REDEVELOPMENT: Developed both a Master Plan and Corridor Redevelopment Plan. Developed or co-developed three award-winning, mixed-use commercial buildings and new, affordable single-family residences. Also developed or facilitated development of award-winning historic rehabilitation/reuse projects.
Atlanta, GA
HISTORIC WESTSIDE VILLAGE REDEVELOPMENT: Managed development of this $110 million mixed-use development project that brought the first major grocery to an inner-city Atlanta neighborhood.
UNIVERSITY NEIGHBORHOOD REDEVELOPMENT: Served as developer or co-developer for construction or rehabilitation of $6.8 million in single-family and multi-family developments that revitalized communities surrounding the Atlanta University Complex.
Private Sector
Selected successful public-private projects led by IPMSolutions team members include:
Richmond, VA
ALTRIA/LANDMARK THEATER: Negotiated $50M restoration of 87-year-old city-owned Opera House with seating capacity of 3,565. Deal involved Historic Tax Credits, New Markets Tax Credits, the sale of naming rights and city bond funds.
GATEWAY PLAZA: Successfully negotiated with developer for construction of 18-story, 315,000 SF office tower with 14,000 SF of first-floor retail and 500-space parking garage. Total combined investment was $110M. Deal also included tax incentives (TIF) and resulted in retaining a large employer in the city.
BON SECOURS HOSPITAL EXPANSION/NFL TRAINING CAMP: Successfully negotiated approval of $42M investment by the hospital that will result in: rehabilitation and re-use of surplus city school as a nursing school; construction of new community health facilities; and a new, city-owned men’s health facility and football training facility that houses Washington’s summer training camp.
